The eastern Libyan city of Derna, the epicenter of the disaster, had a population of around 100,000 before the tragedy. Disaster-prone Japan is no stranger to extreme weather events, including typhoons, floods and blistering heat. "Infrastructure is likely to be disrupted due to extreme weather conditions, which could result in emergency spending and lower productivity," wrote a manager at a company in the transport sector. The monthly Reuters Corporate Survey of 502 large and medium-sized non-financial Japanese firms, in which 248 responded, showed a majority of non-manufacturers had already felt or expected to feel the effects of extreme weather on their earnings. Flooding has been a particular headache for Japanese companies.

Typhoon Haikui hit southern China eight days ago and has since been downgraded to a tropical storm, but unrelenting rain continues to deluge southwestern Guangxi. Rescuers were seen treading thigh-deep in waterlogged areas evacuating residents in boats. China Meteorological Administration forecast heavy rains in the south and southeast parts of Guangxi on Tuesday and Wednesday, with storms in the southwest. The national forecaster also warned relevant departments and people in Guangdong and Guangxi to be alert to any delayed effects of disasters from frequent rainfall in recent days. BEIJING, Sept 11 (Reuters) - Heavy rains from a typhoon kept southern China drenched for the seventh day as slow-moving storm clouds drifted from Guangdong on the coast to Guangxi, flooding low-lying areas, blocking roads and trapping residents. Heavy rain is expected to persist in Guangxi over the next few days. Neighbouring Hong Kong was pelted by the worst storm in 140 years. "Typhoons that move far inland affect regions historically less exposed to heavy rainfall and strong wind, often with lower disaster resilience, leading to more severe losses," said Shao Sun, a climatologist at the University of California, Irvine. CNN —More than 2,000 people in Libya are feared dead in severe flooding, according to a Libyan leader, as Storm Daniel swept through the eastern part of the country. Hamad called on medical personnel and medical assistants to go to the badly affected city of Derna in eastern Libya to provide assistance immediately. The storm brought catastrophic flooding to Greece last week before moving into the Mediterranean and developed into a tropical-like cyclone known as a medicane. The remains of the storm are affecting northern Libya and will slowly head east toward northern Egypt. Rainfall for the next two days could reach 50mm – this region averages less than 10mm across the whole of September.

CNN —As heat waves continue to bake parts of the world, scientists are reporting that this blistering, deadly summer was the hottest on record – and by a significant margin. The planet experienced its hottest June on record, followed by the hottest July – both breaking previous records by large margins. August was also the warmest such month on record, according to the new Copernicus data, and warmer than every other month this year except for July. The global average temperature for the month was 16.82 degrees Celsius – 0.31 degrees warmer than the previous record set in 2016. Patrick T.
